No dismissal of laundering charges in Buncamper case

~ Case continues in January ~

PHILIPSBURG--In a brief preliminary ruling on proceedings concerning a breach in the investigation of the criminal cases against former Minister Maria Buncamper-Molanus (47), her husband Claudius Buncamper (52), notary F.E.G. (71) and co-suspects I.A.H. (46) and T.O.W. (69), it was decided that the breach was serious, but not enough to count the Prosecutor’s charge of money-laundering inadmissible, Judge Peter Lemaire relayed on Wednesday.

One week before, Prosecutor Dounia Benammar suggested the Judge declare the Prosecution’s case against the Buncampers inadmissible in relation to a second summons concerning a money-laundering offence which had been added in June, but not the case in its entirety.

Longstanding charges against the group entail involvement in fraud, forgery of documents and participation in a criminal organisation, relating to a transaction regarding a piece of land that had been given on long lease.

However, Benammar said last week that the same should not apply to suspect I.A.H Read more

Editorial - Same criteria

Sometimes a point made in this column can lead to misunderstanding. One hardly can be against expanding the number of cabinet members from the current five to the normal seven mentioned in the Constitution, but the fact is that it really would be worthwhile only if the persons involved prove an added value.

Moreover, no obvious objection exists to reappointing parliamentarian Maurice Lake – who apparently is very interested – as VROMI minister, especially as he has held the position before Read more

Country still short two ministers, 2014-2018 governing programme

PHILIPSBURG--It's been almost three months since the current Marcel Gumbs Cabinet has taken office and it is still two ministers short of the usual complement of seven. March 19 will mark three months since the cabinet was sworn-in by Governor Eugene Holiday.

To date, there has neither been word from the UP/De Weever/Marlin-Romeo coalition regarding the nomination of the two additional ministers nor about the completion of the Governing Programme for the coalition for 2014-2018.

The current Council of Ministers only numbering five is not in any way illegal as the Constitution states the country can have "up to a maximum of seven ministers."

De-facto government leader United People's (UP) leader Member of Parliament Theo Heyliger had said in his New Year's address that he "would like to see a complete seven-member cabinet in place within 60 days or less as of the beginning of the New Year."

He also stated in that same address, "I am very confident in the team of ministers who have been appointed so far to carry out the people's business."

Ministers are needed for the Ministry of Public Health, Social Development, and Labour VSA and the Ministry of Public Housing, Spatial Planning, Environment and Infrastructure VROMI.

Prime Minister/General Affairs Minister Marcel Gumbs serves as ad-interim VROMI minister while Education, Culture, Youth and Sports Minister Rita Bourne-Gumbs is

ad- interim VSA minister.

It is speculated that potential candidates are shying away from the ministerial nominations, because of the somewhat invasive checks into the lives of minister candidates, their family and friends.

One person close to the issue said, some people do not want even their name to be mentioned as a potential candidate Read more

Buncamper case will be heard on June 10

PHILIPSBURG--The criminal case against former Minister Maria Buncamper-Molanus (47), her husband Claudius Buncamper (51), notary F.E.G. (70) and suspects I.A.H. (46) and T.O.W. (68) will be heard by the court on June 10, it was decided Thursday.

The one-day hearing will concern charges of involvement with fraud, forgery of documents and participation in a criminal organisation to include a transaction with a piece of land that had been given on long lease.

Buncamper-Molanus ran on the United People’s (UP) party slate for the August 29, 2014, parliamentary election, but is a former Democratic Party (DP) Minister of Public Health, Social Development and Labour.

The case against the Buncampers came to light in December 2010, when documents surfaced in which it was revealed that they had sold the economic rights to a plot of land on long lease to a company named Eco Green N.V., against payment of US $3 million.

Buncamper-Molanus had obtained the rights of long lease to the government property against annual payment of approximately US $10,000 in April 2008, while she was a member of the then-Executive Council.
