Doligez leaves Préfecture for new posting in France

MARIGOT--A farewell cocktail party was held in the Préfecture on Tuesday to say goodbye to Secretary-General of the Préfecture for St. Martin and St. Barths Matthieu Doligez who is to assume a new post in Gap in the Alps of Haute Provence, Southern France, as Cabinet Director for the Préfet.

As is customary on these occasions, speeches were given followed by a presentation of gifts.

Those paying tribute to his service included Préfète Anne Laubies, President of the Collectivité Aline Hanson and his counterpart on the Dutch side, André Hoeneveld, Director of the Cabinet of Governor Eugene Holiday.

MPs want Constitution Day on 2nd Monday in October

PHILIPSBURG--Members of Parliament (MPs) want Constitution Day to be observed annually on the second Monday of October instead of the actual day – October 10 – when the St. Maarten Constitution came into force.

The proposal to make October 10 a holiday and to have it replace Kingdom Day, December 15, by amending a number of laws, including the labour ordinance, was tabled by Education and Culture Minister Rita Bourne-Gumbs in a meeting of the Central Committee of Parliament on Tuesday afternoon.

Education Minister To Hold Meeting With Nipa Board Wednesday, Mp Lake Issues Advice

PHILIPSBURG, St. Maarten - The Minister of Education the Honorable Rita Bourn Gumbs is now preparing for a meeting with the board of NIPA on Wednesday.

The Minister told Parliament on Monday that based on this she cannot divulge all of the critical information on the options available to the Ministry to deal with the problems at the educational institution and the recent dismissal of its Director.

Richardson to Schram: Prove underworld claims or ‘shut up’

PHILIPSBURG--Justice Minister Dennis Richardson minced no words when he publicly called on Attorney-General Guus Schram to prove his claims about the mixing of the so-called underworld with civil society.

Urgent Parliament session on education today 3:00pm

PHILIPSBURG--Parliament meets in an urgent public plenary session today, Monday, at 3:00pm in Parliament House on the request of National Alliance (NA).

 The public session will address the pending and urgent challenges experienced by students and staff of the National Institute for Professional Advancement (NIPA), a status update and the action plan of government as pertains to students who have been placed (or not placed) in Secondary Public Schools, and have to date not started school as yet.

 Also on the agenda is complaints of students in the Netherlands and other countries who have not yet received their study financing funds and the status of Study Financing Ordinance.

Young Cubans look forward to greater openness to technology

HAVANA, Cuba--Young people in Cuba are anxiously awaiting an acceleration of the informatisation of society, which is apparently moving ahead at the same pace as the current reform process, “without haste, but without pause,” according to the authorities.

“Where I would really like to have Internet is at home,” Beatriz Seijas told IPS, sitting in the entrance to a building on Avenida 23, a street in downtown Havana better known as La Rampa, where the state telecoms monopoly ETECSA opened one of the 35 new Wi-Fi access points around the country in July.

Seijas said she came to try the connection here for US $2 an hour.

“As a Cuban, I had never connected to the Internet by telephone or tablet,” said the 19-year-old university student.

“Connecting to the Internet is just a normal thing to do,” added the young woman who, despite the technological and connectivity problems in this Caribbean island nation, sees the new information and communication technologies (ICTs) as a natural part of life, like many of her peers around the world.

Today six out of seven people across the globe have a cell phone and more than three billion of the world’s 7.1 billion people use the Internet, according to the United Nations (UN), although there is a large gap in ICT access – another reflection of global poverty and inequality.

Digital natives is a term used to refer to people born after 1980, who had access to computers, video games, the Internet and mobile phones from a young age.

Young people, who represent 26 per cent of Cuba’s 11.2 million people, are the main voices calling for greater openness to ICTs.

The International Telecommunications Union (ITU) ranks Cuba 125th out of 166 countries in telecommunications development.

The UN agency estimated that only 3.4 per cent of Cuban households had private but state-regulated Internet connections in 2013, most of them via dial-up modems and a small proportion through DSL service, which is limited to certain professions, such as journalists and artists.

In June, ETECSA reported that there were more than three million cell phones in the country.

In 2013, Cuba’s national statistics office ONEI registered 2,923,000 users of the Internet and the country’s state-controlled Intranet, where a limited number of international and local sites can be accessed.

In a July 6 online forum in the local media, the Communist Youth Union stated that “more than 60 per cent of the people online in Cuba are young people,” without specifying whether they were referring to the Internet or the Intranet.

Sarah: No 'earth-shattering' plans in governor's speech

PHILIPSBURG--There was "nothing earth-shattering" in Governor Eugene Holiday's speech about government's plans for the 2015-2016 parliamentary year, but it was heartening to see that the Marcel Gumbs Cabinet is "making use of the goodwill and leadership" created by the former government in the region and further afield, said Democratic Party (DP) leader Member of Parliament (MP) Sarah Wescot-Williams on Monday.

The former prime minister and her fraction's advisor Emil Lee called on government at their bi-weekly press briefing to continue with the National Development Plan (NDP) and were happy to note that government, based on the governor's speech, was still keeping the plan for which a lot of time and money has already been invested.

While the governor's speech was "short on specific," Wescot-Williams hopes to gain more insight into the plans for tax reform, when Finance Minister Martin Hassink is in Parliament this week to meet with Parliament's Permanent Committee for Finance.

DP has "ideas for changes" to the tax system, beginning with the often talked about simplification of the tax system, she said.

The party plans to put emphasis on an "economic reform agenda" that is necessary and that is needed to make tax reform workable.

Minister: Further action against NIPA board if ultimatum not met Wednesday

PHILIPSBURG--Minster of Education, Culture, Youth and Sports Rita Bourne-Gumbs warned on Monday that "further action" will be taken against the board of National Institute for Professional Advancement (NIPA) if an "ultimatum" given is not met in a meeting set for tomorrow, Wednesday.

Eviction drama exposes failings in French law to protect landlords

SCDF to implement age restrictions for Village

PHILIPSBURG--The board of St. Maarten Carnival Development Foundation (SCDF) has taken a decision to implement age restrictions for Carnival Village. As of Carnival 2016, no one fourteen years old or younger will be allowed entrance to adult-oriented shows in Carnival Village without adult supervision.
