PHILIPSBURG--St. Maarten Minister Plenipotentiary Rene Violenus headed a delegation that attended the nineteenth annual European Union-Overseas Countries and Territories (EU-OCT) Forum and Overseas Countries and Territories Association (OCTA) Ministerial conference held in Nouma, New Caledonia, from November 18 to 22.
