PHILIPSBURG--A mandatory travel insurance scheme for international travellers to St. Maarten will be implemented by years end, said Minister of Tourism, Economic Affairs, Transport and Telecommunication (TEATT) Ludmila de Weever, during the live virtual Council of Ministers press briefing on Wednesday.
