PHILIPSBURG--After dedicating eight years to the St. Maarten Development Fund (SMDF), the funds three incorporating supervisory board members Richelda Emmanuel-Rodriguez, Joy Arnell and Marinka Gumbs are now retiring and passing the baton to their successors.
