PHILIPSBURG--Government, via the St. Maarten Tourist Bureau has made several attempts to use empty hotels for quarantining or isolating persons without success, Prime Minister and Emergency Operations Center (EOC) Chairperson Silveria Jacobs said in a national address on Friday evening.
